Wearer National Registry Data

 

The Australian National Radiation Dose Register (ANRDR) is an online database designed to store and maintain radiation Dose Records for occupationally exposed workers. The ANRDR was launched in 2011 for the Australian uranium mining and milling industry.

The Register now accepts Dose Records from all industries working with radiation, including the mining, medical, veterinary, industrial, aviation, research and university sectors.

The ANRDR was established by the Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) to make sure workers’ radiation dose records are maintained in a centralised register, regardless of where or for whom an individual is working.

The ANRDR is the approved Commonwealth central record keeping agency for the dose records of all Australian workers who are occupationally exposed to ionising radiation.

The National Register tab of Historion contains the data required for a Wearer to join the ANRDR.

 

This section of the Historion User Manual explains the Wearer Data component of the National Dose Register for the RSO including definitions of each field and their importance to the ANRDR. A table of ANRDR Validation outcomes explaining compliance requirements is provided below.

Check Compliance Link        

 

The Wearer Details Page includes a Check Compliance link, indicted above. The Check Compliance link validates the current Wearer Record for ANRDR Compliance and if any fields are missing the user is provided an immediate indication as to what is missing per the ANRDR Data Validation table below.

 

Historion checks ANRDR compliance after Wearer records are changed and changes saved. The link Check Compliance in the National Register tab informs the Wearer as to specific data requirements.

 

ANRDR Ready Indicator

 

The Wearer Details Page includes an [ANRDR Ready] tick box which provides an indicator to the RSO as to whether the current Wearer Record meets the rules of participation in the ANRDR. To be ANRDR compliant Wearer Records must have four mandatory data fields completed, indicated below.

 

Note that the ANRDR Ready indicator Yes/No column is present in the results list page of Historion’s Wearer Search Utility and it is available as a Wearer Search Parameter. The ANRDR Ready indicator is converted to Not Ready (Unticked), Ready (Ticked) logic for selection as shown below. A blank selection causes this parameter is ignored for Wearer searching purposes.

 

 

The [ANRDR Data] Wearer Search Utility Parameter is very useful for listing which Wearer records will need to be updated when preparing for quarterly data submission to the ANRDR.

 

 The [ANRDR Data] parameter is especially useful in combination with the [Last Reading Start Date From] and the [Last Reading End Date From] Search Parameters. Correct combinations will allow the RSO to isolate all Wearers not yet ANRDR compliant for a given Quarter using the Start and End date range of a Quarter in the Wearer Search.

 

 

 

For example;

 

Search 1:  for Quarter 4 of 2019           Select [ANRDR Data] “Not Ready”

Select [Last Reading End Date From] = 01/10/2019

Select [Last Reading End Date From] = 31/12/2019

 

Search 2: Still Quarter 4, 2019          Select [ANRDR Data] “Not Ready”

Select [Last Reading Start Date From] = 01/10/2019

Select [Last Reading Start Date From] = 31/12/2019

 

Two searches are required to cover Dose Readings starting and Dose Readings ending in a Quarter. A conservative check would include Readings starting up to a month before the start of the Quarter also ending up to a month after the end of the Quarter. This type of range is not covered by the above.

The ANRDR Quarterly Submission Utility also includes an ANRDR Readiness Checking Tool.

ANRDR Number

 

The ANRDR Number is derived by the National Dose Register Portal and assigned to a Wearer when Dose Records for the Wearer are first uploaded in a quarterly batch file by a registered ANRDR user. The ANRDR Number is intended to be retained as a constant identifier for an individual regardless of employer or workplace. Employers can download Registration Certificates for their employees.

The ANRDR Number has coded within it a four-character prefix indicating the year, followed by two characters indicating the month, of the Wearer’s first registration with/intake into the ANRDR, followed by a counter number that is incremented with each new Wearer registration added to the ANRDR.

 

Separating the ANRDR Number shown in the above example Certificate of Registration to show its component elements gives: 2019 12 012345. In the case of this example the individual was registered in December 2019 and is the 12,345th registrant. The example is fictional.

 

Additional Identifier

The Additional Identifier is a number supplied by the RSO or submitting organisation that identifies a Wearer to them. Examples include payroll numbers, HR employee numbers and student numbers.

The Additional Identifier is intended to supplement the ANRDR Number for ANRDR processing use in data matching and it is not intended to replace the ANRDR Number.

 An Additional Identifier needs to be used when Doses are being submitted for a Wearer and the Wearer is not yet known to the ANRDR. Thereafter the ANRDR Number for the Wearer, per their Registration Certificate, must be used for precise identification.

 

The ANRDR will generate an ANRDR Number for the Wearer which should be used for the Wearer from that point onward in dealings with the National Dose Register. This number should be provided by the Wearer to future employers and continued to be used as a permanent unchanging identifier.

 

 

Worker Category

The ANRDR Worker Category is a classification and grouping system derived by ARPANSA for reporting occupational exposure in Australia. Use of the provided categories is recommended.

The following table is an excerpt from the ARPANSA ANRDR Data Transfer Specification (page 8) showing the Worker Categories available as at the time of this publication;

 

 

Other Category

The ANRDR provides for use of a different or “Other” category in response to the Worker Category list provided. An [Other Category] option has been kept open by the ANRDR in recognition of the fact that sometimes a type of role or job position will not fit within the standard list.

In these instances, the Worker Category does not have to be selected if a value is entered in the Other Category box, for the Wearer’s record to be compliant with ANRDR requirements (assuming remaining required fields have also been entered).

Default Dose Reason

The [Default Dose Reason] selection is used to classify the Dose Readings recorded for a Wearer for purposes of submissions to the National Dose Register. The default Dose Reason is Occupational. Where a Default Dose reason is set it is not necessary to select a Dose Reason unless it is not the default selected.

The ANRDR Dose Reason cane be changed for the Dose Reading in the Dose Report Details screen using the codify option;

 

 

 

Exclude from ANRDR Submissions

Visiting staff, contractors, students or other personnel may receive occupational radiation doses and though they belong to a different organisation the local RSO tracks their exposure.

If the responsibility and commitment for reporting exposure data to the National Dose Register for a Wearer resides with a different entity, such as the employer of external staff, then the Wearer can have their exposure monitored locally but excluded from National Dose Register submissions.

It follows that the Dose Readings for the Wearer should be provided to the third party reporting entity as needed so they can report the Dose Readings for the Wearer to the ANRDR.

To exclude a Wearer from ANRDR submissions the [Exclude from ANRDR Submissions] tick box can be ticked. In this case an Exclusion Reason is mandatory.

 

Exclusion Reason

 

The Exclusion Reason is required if a Wearer is Excluded from ANRDR Submission via the Exclusion tick box described above.

Please refer to the ARPANSA ANRDR Data Transfer Specification t for full details of submission requirements. For Wearers the ANRDR requires a minimum of Given Name and Family Name and;

If the Sex of the Wearer has not been selected, then on selecting the Check Compliance Link the ANRDR Ready tick box will be un-ticked and the following validation prompt will be displayed;

 

The Sex of the Wearer is fundamental for reporting National Statistics for comparisons across a range of Occupational and Health metrics at local, jurisdictional and National Levels. The Sex of the Wearer is also valuable for scientific purposes in reviewing exposure levels and long-term outcomes.

Date of Birth

If the Date of Birth has not been selected, then on selecting the Check Compliance Link the ANRDR Ready tix box will be un-ticked and the following Validation prompt will be displayed;

The Date of Birth of a Wearer is fundamental for reporting National Statistics for comparisons across a range of Occupational and Health metrics at local, jurisdictional and National Levels. The Date of Birth is required for determining the current Age Range of a Wearer.

The current Age Range of the Wearer is extremely valuable for scientific purposes in reviewing exposure levels and long-term outcomes.

ANRDR Number

Additional Identifier

Either the ANRDR Number of the Wearer OR Additional Identifier is required. If the ANRDR Number of the Wearer or Additional Number are not entered the ANRDR Ready tick box is un-ticked and the Check Compliance Link will display the following prompt;

 

The ANRDR Number or an Additional Identifier is required for ANRDR data matching use. The ANRDR must be able to identify the Wearer using either an ANRDR Number or an Additional Identifier such as a Payroll Number. Wearer ANRDR Numbers are assigned when Dose Readings for the Wearer are first imported into the ANRDR as part of Quarterly Dose Submission.

Worker Category

The ANRDR Worker Category is required for ANRDR participation. If the Worker Category has not been selected the ANRDR Reading tick box will be un-ticked and the Check Compliance Link will display the following prompt;

The Worker Category is an ANRDR classification group created by ARPANSA for the Australian Radiation Safety Industry. The Worker Category is required for statistical reporting purposes and is intended for use at local, jurisdictional and National Levels.

 

When all ANRDR required data has been entered per the above table the [ANRDR Ready] tick box will be ticked, and the Check Compliance Link will display the following prompt;
